My bases won't let me purchase any units. The only base that will is my capitol. Am I doing something wrong?

if you have no money, then you can't make units.

a brand new base won't let you build CTs

No I have 10k and I found out that I am now only having a problem with my naval bases

You need to click on a water sector to build units out of your naval base

This took me weeks to figure out, when I was new.  Click on the water next to the base.
