Warships have a firing range of 3 sectors. Does this also mean they will fire defensively against aircraft that fly within 3 sectors, or only if the aircraft flies directly over it?

Only if they fly directly overhead. No units have ranged defense

That's not what I understand. All LAND units shoot at AIR units that fly within their 2-3 sector range. Attack strength is significantly reduced however in the outer ranges.
