Public Alliance; you cannot invite others, they must send you an request to join.
Private Alliance; others cannot send requests, you must send an invite to them.
This is done by going to your Alliance page (on the Alliance List) and then to the Settings. The checkbox at the bottom determines public/private.
Likewise, on your Alliance Page (when private) the Invite Users is next to Settings.
