I'm having trouble finding a way to measure my icon to exactly 96x96 pixels.  I'm only using Paint, at the moment.

Advice?

open Paint; Image tab -> Attributes. Set to 96x96.

This is best done AFTER using Stretch/Skew to get the size as close as 96x96 as possible.

GIMP is both free and amazing; almost as good as Photoshop in most respects.

I agree.  I'm a Photshop navite and won't let it go, but I've tried GIMP on LCCX's recommendation and think it's pretty damn close.  I highly recommend it.
