Alliance and treaties are mutually exclusive. If you join an alliance but do not sign treaties with your alliance members you can still attack each other.

Yes. but you will capture any land you touch.
So options are have them "vacate" the squares ahead of you. (this would protect your treaties)
Second would be to just attack the land.
Either way they will have to follow behind you to "regain" their land.
