Nope. I think that would create too much of snowball effect, where countries already strong enough to destroy other countries would just keep getting more advantages.

Plus it would really end up being a great incentive for Johnny to start removing capitals, which make for really nice bonuses scattered all over the map. Capitals are the most important strategic squares a player can own. I spent $45k getting to one the other day.
