Once you have a sea base created, just click an adjacent water sector (in which you want the unit built) and you should see a sea unit row with a "create" icon (plus sign).

If i know the county names, how do i find the associated player. the only place ive seen that info is on the newest player board.

Eventually, the "Explore Map" section will have a lot more option to explore the map, countries, etc.

For now, you can click the "sector info" link on one of the country's sectors, then click the country name.  It will list the country's owner.  (Clicking the handle will open a window with the user's profile.)
