I've been musing over the following:

If you are building a defensive line, do you suppose there is any merit to (instead of just parking your units in place) to giving the whole line orders such that some or all of the units in the line move, but the net configuration of the line remains the same, such as attack-retreat stabs or toggling units from front line to back?
Static defense is only advantageous if used in conjunction with turrets. If you have only units, breakthroughs are much easier and much more difficult to contain. The obvious counter to this is to have more units than your enemy is attacking with. In that case, you should be attacking instead. A static defense also has no chance to gain sectors, while an active defense will have a better exchange rate.

Bottom line, if you're on defense, use turrets. If you can keep up with your adversary in unit totals, go on the offensive.
