I disagree. There's no mandate to be polite, and for some people, naked aggression works. Naked aggression combined with a willingness to compromise after someone sees what I can do tends to work for me. I also let people know that they're coming too close, or that they aren't to venture forth into a certain territory.
I do think that the option to hide alliance members sorta sucks. Then again, it adds to the political intrigue.
I'd say right now that he's attacking you. If someone is shooting bullets in your direction and writing you nasty notes, you should either a) duck and run or; b) fire back. If you have an alliance, then they should be willing to go to war against attackers, or you, sir, have pussies for alliance members. When someone attacks one of us in Violent, we go to war. You should probably spend some time cultivating a better class of relationships if you don't have someone calling for war already. Do you have an alliance leader? If not, you may need one.
And referencing the taking of unexplored territory, its first come first served, as long as you're big enough to be able to take it. You have someone telling you you aren't, so either show him that you are and beat him like an indentured servant, or bow down and get out of his way.
